Joy was displaced from Louisiana to Alabama because of Hurricane Katrina. Since her undesired move, Joy has been listed as a permanent absentee voter in Louisiana. Her ballot had been mailed to her in every post-Katrina state and local election. However, Joy did not get her ballot for this election. She cannot register in Alabama, because that would require changing her residency and getting a new driver’s license. Joy is unwilling to do that, because she has every intention of returning to Louisiana once her home is rebuilt. With her in Alabama are 26 members of her family, and none of them have received their ballots. Among the 26 is Joy’s 85-year-old grandmother, who has voted in every election since she has been eligible. Joy is afraid that Katrina evacuees in Texas, Alabama, Mississippi, and elsewhere are likewise not receiving their ballots.
